Moving the Pygoscelis Papua Linux Bootstrapper

We have moved the repository for the Pygoscelis Papua Linux bootstrapper. It is now found at https://bitbucket.org/dowdandassociates/gentoo_bootstrap_java/.

Similarly, the repository for the bootstrapper of the old Gentoo in the Cloud images has been moved. Its new location is https://bitbucket.org/dowdandassociates/gentoo_bootstrap/.
